Pierluigi Collina, the chairman of the referees committee at FIFA, hinted that the referee made the right decision when he disallowed Jonathan Tah's goal in extra time during the match between Germany and Paraguay in the Round of 32 of the 2026 World Cup.
The goal would have given Germany a 2-1 lead in the match that took place on Monday evening local time, but it was disallowed due to slight contact between Waldemar Anton, a German player, and Paraguay's goalkeeper, Orlando Ghil.
Ghil fell to the ground while a corner kick was being taken, but he was on his way to getting up when Tah struck a powerful header, putting the ball in the net.
The Moroccan referee Jalal Jaid, who officiated the match, did not notice the possibility of a foul except through the Video Assistant Referee (VAR) technology, and he made his decision after reviewing the incident.
With the score still tied 1-1 in extra time, Paraguay won 4-3 on penalties, eliminating Germany from the tournament early in a major upset.
In an article published on FIFA's official website, Collina commented on the refereeing performance in the World Cup currently taking place in the United States, Mexico, and Canada so far.
The article did not mention Anton by name, but it used an image of the moment of contact with Ghil to explain a new recommendation for referees to "pay attention to certain specific situations that may arise regarding the tactics of some teams."
Collina wrote: "An example of this is the attempt by attackers to prevent defenders from moving. While holding one's position is not a foul in itself, when the attacker is not interested in the ball and deliberately moves, even slightly, with a clear intent to obstruct the opponent's movement and prevent them from defending, referees, and the VAR when necessary, should analyze the incident carefully and intervene."
The former Italian referee added: "This is especially applicable when the tactic aims to prevent the opposing goalkeeper from defending their goal."
The Moroccan referee's decision faced widespread criticism from Julian Nagelsmann, the coach of the German national team, who said after the match: "It is a shame to disallow the goal. I don't know what the referee saw. It's ridiculous, a scandal by all standards. It cannot possibly be a foul."
For his part, former referee Thorsten Kinhöfer, who works as an expert for the German television channel ZDF, stated that the intervention of VAR in Tah's goal was a mistake.
