In the second half, Atletico equalized with another penalty kick taken by Julian Alvarez in the 56th minute, scoring his tenth goal in 14 matches in the continental competition.
With this draw, the decision will be postponed until the return match, which will be held next Tuesday at the Emirates Stadium in the British capital, London.
Atletico Madrid had qualified for this round after eliminating its local rival Barcelona by winning 3-2 on aggregate, while Arsenal ousted Portugal's Sporting Lisbon.
